Distrust of government is not in any way new. This is certainly not the first generation to distrust government. What do you think the entire world-wide move towards democracy has been about? Reducing authority, reducing control, reducing power vested in single individuals. What was the French third estate bitching about in 1789, why did a House of Commons appear to balance the House of Lords in Britain, why did Locke and Paine argue and influence governments to diffuse power through systems of checks and balances?
The US is a common-law system modeled and adapted from the British one. It's not like our "leaders" just sit around and make up laws. The US system of laws is a combination of congressional legislation with executive agreement, interpretation and revision through common law and judicial review ending finally in the Supreme Court if the situation should warrant.
