Traveling and immigrating is not the same ...
To immigrate, he must provide proof that he can purvey to his needs, to not be dependant on the state.
They can and will ask proof of the activity, UNLESS he comes in with 250K+ as a business investment .
Easiest would be to find a job , then proceed with immigration.
Once landed, he can then modify his line of work.
Check with a lawyer ...
