Any business owner who chooses to forfeit real money in a blind and mislead attempt at "sticking it to stuart" or whomever their beef is with will - lose money. I'm not sure how many people are going to lose money trying to fight against this once it's passed and operating.
I don't see a huge flock to .xxx, but I also can see how future laws will force us into drinking the koolaid.
