What do users want? Free shit.
What are pirates pushing? Free shit.
What gets the CTR? Free shit.
What gets Stumbled? Free shit.
Which means the users click, Google tracks, that gets pushed up. The higher the CTR, the better the ranking. Additionally, those sites are winning the ad auctions, so they get a double hit. Google's job is to serve relevency to its users, or its ad sales mean fuckall. As long as the users are pushing that lever, that's what Google will give them.
