I have a standard 240V ( i think ) hot tub and i never really have an issue with it warning up. It auto kicks on as soon as it drops below whatever temp (normally 103 ) i have it set on.

Well this is inground built into the pool deck. When it's not on heat mode water is sucked from the pool to the pump then to the spa where it overflows back into the pool. When you turn the heat on it stops overflowing into the pool. I've never seen a inground electric spa before. But yeah it costs about $25 to heat it up, but it gets to 108 in like 30 minutes if its 40F outside. 15 minutes if its 70 F outside. I have a portable like yours also but its in the back empty.
