That's what happens when you've got a monopoly.
The State is basically a company that offers certain services such a 'protection'. Unlike other companies that have to compete for your business (by keeping their prices low and the quality of their service high), the state simply forces you to buy their protection services through taxation.
Because you are already paying the State, the state has no incentive whatsoever to do a good job... It's not like you can end your 'contract' with them and buy protection from another company.
Result: Overpriced, low quality services provided by unqualified, improperly trained, unsuited, unmotivated cops...
