Shipping used panties is ILLEGAL. They are basically on par with shipping medical waste as far as the postal service is concerned. I know, I looked into setting up a commissioned auction type site for girls to sell their dirty panties at one point. Turns out the law considers soiled panties a health threat. I'm sure people do it, but it's not legit in the eyes of the controllers, so if you went big with it, you'd surely wind up feeling the long arm of the law soon enough. There's a reason why there isn't much competition in what is an obvious market...
