He allowed the International law that makes it so they can't sue you - which they previously could do. Then he gave kept tax breaks (like most diplomats already got) because of how wages are earned, no ss collected because they can't use it, any kids they have here aren't citizens (oh my that bad obama)...
No where in the thing does it give them any power (just like it doesn't in any other Country) to come snatch up citizens.
