Nobody is going to arrest Bush. It's just people puffing their chests, trying to act big.
I could imagine the conversation after the arrest. "Well, we just arrested your former President, and will be trying him for war crimes. But anyway, let's discuss this new trade deal, and if you don't mind, we could use some more military aid. Having a bit of a problem over here."
Not gonna happen.
