neoconservatives are pretty much explicitly focused on foreign policy and have pretty much zero policy on domestic matters.
since most neoconservatives were former liberals, lefties and trotskyists is would be fair to think they are more liberal on domestic issues than most conservatives, but since is there is almost zero statements on domestic issues from the neocons it's hard to know for sure.
