While I agree with your analogy the problem with your conclusion that they are operating in violation of the law...you...and apparently no one else can prove that. If they could then there would have been successful civil/criminal prosecutions...and to my knowledge there has not been either one...though who knows about the future.
Thus one has three choices...if one cannot bring successful civil/criminal charges.
1. Attempt to avoid feeding the beast...but the bigger the beast becomes the more difficult this will become.
2. Work with the beast.
3. Whine about it.
