I mace rude smokers all the time. Of course, I don't walk into smoking zones to do it. I only do it to people who smoke where they are not supposed to be smoking and it blows in my face.
It's harmless and causes no long term damage. It's the least I can do.

Not everyone is bothered by pepper spray or mace, a tolerance to it can be built up and others get no pain from it at all. Personally, my skin feels like it's boiling off the bones - it's hell... but I can see and breath.
Many police can operate after being sprayed.. blow back or another officer hitting you, is rather common, being so some departments have annual training with pepper spray which includes getting sprayed in the face.
And police mace/pepper spray is a good bit stronger than what you can buy in the stores. Just watch your ass spraying people - hit the wrong Samoan and he may eat you for dinner.
