What should the industry do? Stop pumping out tons of free promo content, or start heavily censoring their own free promo content. Cut the nudity from the tour pages, keep all the good stuff behind the join page. Soon enough the same old content that's been floating around will grow stale, as quality increases and the new content is only made available via secure channels.
No way in hell the industry will come together and do that though. So the government is going to have to do it for them. The industry was warned. We can all see the way things are moving, and instead of \censoring itself in a favorable way, the industry has flung shit in the face of those calling for their own censorship and pushed it to the breaking point.
I actually don't think what they propose, as it is proposed that is, is a bad system at all really. All they'd have to do is crawl the pages, tag what's deemed adult, and put an on/off switch on it at the user account level. It's like having a built in version of net nanny that you have you the choice to opt-out of should you wish too.
The savvy kids will find their way around, but let's face it, most of them are dumb as fuck. Cut the easy route and what the most of them are left with is the option to pay once they are of age. Hell, make it hard for them to get porn online until they are 18 and I'd damn near bet you that they are itching to get their own connection and signup for their first membership once they're old enough.
