The president of South Africa has been attacked and ridiculed for trying to raise this issue with WHO - stating that there are huge discrepencies between what WHO reports and actual cases that are diagnosed in south african hospitals. Unfortunately? Jacob Zuma had sex with someone he knew was HIV positive and his idea of prevention was having a shower afterwards. I won't even go into the stupidity of Thabo Mbeki's idiotic beliefs. But his policies contributed to the high rate of HIV/AIDS transmission in South Africa.
Hardly a shining example of leadership in a country that DOES have an extremely high HIV/AIDS rate. BTW they also base statistics on maternal rates of HIV and those are determined through testing and not 'presumptive diagnosis'.
