AIDs stats in Africa are based on Presumptive Diagnosis... i.e., everyone that died of tb, or dysentery from any of the most common bacterial and viral infections that plague places that do not have clean drinking water is if they also don't have sex with condoms then they are presumed to have AIDs.
The president of South Africa has been attacked and ridiculed for trying to raise this issue with WHO - stating that there are huge discrepencies between what WHO reports and actual cases that are diagnosed in south african hospitals. But he unfortunately is ridiculed for it and no one wants to let go of those dollars in aid... (the irony of the word "aid" must not be lost here)
