Seriously DVTimes, go to Cuba and see it yourself before you make such idiotic statements. The place is a fucking basket case despite sanctions. Even without the sanctions the system would be crumbling, in fact probably faster than if the sanctions weren't in place. One thing sanctions has done for Cuba is to steel the fabric of their society to survive with old cars, improvised materials and equipment etc. However none of that changes the fact that the country is a basket case. Why do you think people take such terrible risks to get out ?
