Class Action = numerous Plaintiffs, usually suing
one Defendant. So you only need to file one case in the district where the defendant is located.
Suing torrent users = one Plaintiff, usually suing
numerous Defendants. So you need to file the case in the district where the defendant lives. Numerous defendants living in different districts = multiple filings.
