You're not understanding what this is saying. It doesn't matter if their registar is in the U.S.
Just like if I go after a domain name that infringes on my trademark. It doesn't matter.
ICANN has the final say on EVERY domain.
Plus you're not even taking into account what it's saying about processing and advertising networks.
