This law is aimed at folks trying that. They are taking the DOMAINS. In other words you can be sitting anywhere in the world you want to...but if you have no website you have nothing.

if the registrar is in the US, yes. but,
"If the registry is located outside the United States, the U.S. Attorney General could go after the website by requiring U.S.-based Internet service providers, payment processors and advertising networks to stop doing business with it."
so as i said, it is just going to push the above deeper offshore.
