Yes exactly, dumping fuel is very rare and airlines are out to make money not waste it dumping fuel. Over fueling is very rarely done as it increases weight. I worked in airline operations for some time. The captain will request the amount of fuel depending on weight and weather factors and a trim sheet is made when the flight is closed.
