Cut the military by pulling out of afghanistan and Iraq
Cut more by closing some oversea bases
Train the military along the border, that will help the border patrol
I live in California, they have been working on the interstates a lot, thats suppose to paid for with DMV money, you know the one they are trying to raise by 18% tomorrow.
Put me in charge, I would have the war over in a month, put a bounty , dead or alive on every Taliban soldier, preferably dead. Then start a propaganda where when facing the US, if they die, they don't go to heaven and are turned into a virgin for those that do.

Carbon is not the problem, it makes up 0.041% of our atmosphere , 95% of that is from Volcanos and decomposing plants and stuff. So people in the US are responsible for 13% of the carbon in the atmosphere which 95% is not from Humans, like cars and trucks and stuff and they want to spend trillions to fix it while Solar Panel plants are powered by coal plants
