If you are worry about payoneer, then you should be worry about paxum. They both use the same bank to issue card. If the US gov't is investigating payoneer, chances are Choice Bank will be investigated and chances are something is going to go wrong with the bank or MC will withdraw card services.
For that reason I suggest choose the safer non-offshore option CashX. They are exactly identical to epass in features with reasonable fees and a lot of sponsor payout with them including but not limited to Playboy, RealityCash, GFKings, MeatCash, CatchyCash, etc.
Alertpay is another option I would look at but they don't have as much sponsor paying out as CashX.
