There is no need for anyone to have your Driver's license number, if your just verifying the payment address then there is no need for all this information to be sent in other then using it in some way that violates the privacy of the end user.

As for faxing utility bills that is a good way to get verified aside from the snail mail PIN number option. I can see these options being used but to obtain checking account numbers, ID numbers, and social security numbers is a recipe for disaster.
