It's a sign of a persons educational intellect. It pauses the brain until they can figure out what they are really trying to say. Notice how many time a black person says 'know what I'm sayin' interjected into their conversations. Another brain pause to give their brain time to catch up.

Politicians usually use 'uhmmmm' in their ad-lib speaches. Again a brain pause to figure out how to continue their lie to a believable point.

And, uhmmm, know what I'm sayin fuck wad???
