I highly doubt that the funds can just "disappear". They were with the card that is authorized by VISA and the amount that is there can't be touched if not used by you, or someone else (fraud). I got the correct balance for my account (way more than 10k).

So, either someone spent your money (hacked your epass, or something) or you simply didn't have the money to begin with. The money is not a ghost. Whether it exists, or it doesn't.
