As it is supposedly a "government of the people" I have always thought the most fair scenario is for ALL government representatives, from the smallest, all the way up, to be decided via a lottery system. Also, very short terms. Kind of like jury duty, but for political positions.

Hey Bob, looks like I'm the governor for the next 2 years, please water my plants while I'm gone.
