Badly trained and not adequately financed small town police departments.
They should do like in Europe and have state police. This will give the opportunity to move the officers around, to let them operate in larger towns and learn how to handle situations like this.
The swat team in my town 3 years back shot each other in a sting by mistake, the same thing repeated it self last winter.
In cases like this the cop wont even get suspended, the court is in his town, the district attorney knows him, the judge knows him and the jury wont fuck with him. If the police department was a state department then he could be judged in a state court not in his town and actually be punished for what he did to that girl.
