In addition maybe consider forming an alliance with your fellow content owners to jointly go after some of these guys legally (especially those with U.S. ties) as well and set some legal precedents. Try to get them to state under penalty of perjury that they never have uploaded any such content themselves or have knowledge of it. If it can later be proven that they committed perjury maybe you can put some of them in jail? A group of 100 small-medium sponsors would be a lot harder to buy off or intimidate as well.
