A international body which can act as a mediator between countries to resolve diputes is much different than one who is a "governing body" which could/would create "laws>statutes" which applied to me rather than the countries themselves. There's way too many bureaucrats sitting around all day long coming up with bullshit "statutes" in my city much less State and country. The international law (law of the sea) which you speak pre-dates the creation of the UN by hundreds if not thousands of years. Much like the law of the land does which is as old as civilization itself.
