In my personal account I have well over 2300 friends, all are locals who I have met in person or hangout around the same circle as I am. Trick is to add the people facebook recommends.
I have another account I use to promote some online stuff and I'm closing on 4200 friends now. I did this the same way. Also create a fan page and add this to your profile this way facebook thinks you are someone important
)
