There's nothing wrong at all about a woman breast feeding in public. It's completely natural and normal. Do NOT take her picture. Public domain or not, it's an invasion of her privacy if she doesn't want her picture taken. Help her out by ignoring her or complimenting her on her beautiful new baby, then move on.
