I think the DMCA process is a bullshit excuse to hide behind. I won't even touch on the legal/illegal battle of similar tubes. We all are well aware over the past few years that many sites are obfuscating a piracy empire behind the legal technicalities of an antiquated DMCA process that people should not have to go through to begin with, if unethical business practices were not in place.
Sites such as Youtube received many DMCAs and eventually incorporated technology to immediately recognize and remove/flag material that should not have been on their site in the first place. If sites such as those referenced above are truly a user uploaded network, a few checks and balances put into place would not have them as you say "working on legalizing them", but would damn near stop the problem overnight.
I will on the other side of the board give a lot of respect to the sites for finding an amazing delivery model for content, that much of the industry is just hands down jealous of. You've conditioned your customers, and profits unknown, I'm assuming is quite lucrative given the acquisitions we have all seen lately... Bravo.
Stop profiting from piracy with some very real, public, and aggressive action, and I will shut the fuck up. I would kill to be proved wrong, or at the very least appeased with a solution, because that would be a much needed step in the right direction for this entire industry.
