Surly such as ccbill could have by now developed this. Resister your credit card/debit card/bank details and then when you go to a ccbill site, rather than having to go look for your credit card, click a button and its paid.
Plus you could then keep track of sites you joined. Mabe an added bonus that they can see 'update' info from the site owners. So rather than having to log into that [pay] site to see if there is an update, you can see updates on a single page in your adultpaypal site (webmasters would post a regular update info via a custom tweet that only goes to the ccbilladultpaypal (if you get me).
With such as Ipods/Ipads/Mobile phones and so on, people need an easer way to join a site rather than messing about with credit cards.

This would be difficult based on the nature of the transaction. Since the transaction is initiated from a registered "High Risk" merchant, they require full verification including AVS (address verification in the form of zip minimum sometimes zip and street number) for domestic cards and CVV2/Security Code for all initials.
PCI requirements require that the biller does not store the CVV2/Security Code so the customer would have to reach into his wallet for the plastic regardless.
