You can ask them to activate it again, but you'll need to pay something like $10. But, they'll not unblock your card (one you already have), but send you a new one. You should send them your name, address and some more shit on their support mail.
But, you can apply through different sponsor for a new card (still u must wait,but at least it's free + less stuff to do), and when you get it connect your account at your sponsor with your new payoneer.
