Not to say a registrar can't suspend a domain it doesn't webhost, but rarely happens - and often when it does, it's typically due to spam and phishing not content per se.
As far as minor art content that involves no real people, no 2257 needed for that, but that's not the issue - it appears Namecheap suspended the site due to phishing allegations...
Why the OP brought up the issue of CP is beyond me, since the suspension warning was related to "phishing", but when he did, that gave Namecheap the perfect, easy way out of the situation; limited options, since alleged CP has to be investigated, and most hosts will err on the side of caution by suspending and reporting.
