Democrats want to lock the bill in as it is. Republicans want to tack on earmarks and amendments.

So they bring it to a vote, and whats more important to Repulbicans? Their votes tell the entire tale of whats important to them. The people they want to use the earmarks and amendments for. Not the first respondants to the massive Bush failure we call 9/11.
