To me, this is a bit like asking "why do webmasters use content management systems capable of delivering dynamic pages rather than manually building lots of static HTML pages by hand." This is a question that I had presumed could never be asked after, say, 2002, but GFY is full of surprises. The answer, in short, is the ability to add, modify, and remove content that is uniform in layout, properly referenced and linked to other pages, and to do so with relative ease.
If that isn't the core of your question, and perhaps you mean to ask "why do all Wordpress blogs look alike," then I would argue that there are many Wordpress-powered sites that look quite nice and seeing as how Wordpress is merely a CMS, it's up the creativity and capability of the webmaster/designer/developer to break the standard blog mold and create a captivating site.
As for the popularity of Wordpress, I believe that's due to it's ease of use and cost. Its famous "five minute install" is appealing to webmasters who aren't familiar with script installations, and most hosts now have auto-install services or trained support members who can easily install it for them. There is a dedicated team of developers behind the core codebase of Wordpress, so it's always being updated to incorporate new features or patch exploits, not to mention the plethora of plugins and themes available to extend the functionality of a Wordpress site. And, of course, it's free.
