Because VISA is primarily a processing network for others.
For example, many people have VISA debit cards that are tied to their bank account ... what happens if the VISA network / card stops working? ... ponder that ... most likely that money
is still accessible via other means, such as teller withdraw, check, wire, etc.
And the public statement, reportedly, put out by St. Kitts-Nevis-Anguilla National Bank (SKNA) tends to support this ... VISA does
not possess the funds, the bank does.
And furthermore, from my understanding of the statement, ePassporte has control and access to the bank account. So why the delay?
