Actually it don't say shit about the cards being usable, quite the opposite. It says:

Which is true to a certain extent, many wires requested Thursday ARE landing in bank accounts today.

So people can "access their funds", just not all people, and not on their cards. The update is as vague as epass's statement was.

It says VISA blocked Epass Cards at the request of SKNB. Blocked, meaning cant be touched, no money transfer etc.
