as funny as that might seem that is quite feasible. simply filter urine to usable water and pump it back to the top. ask any australians, they are already filtering piss back to clean water. (or at least they were when that drought was happening a few years back)
really you dont drink it, you just wash your hands with it so a filtering system would be pretty easy and you would not have to use piped water at all, or very little.
