Really depends on what VISA is doing to them and at whose request. If they've just froze operations and kicked them out, then the money should be sitting there and, theoretically, they should be able to withdraw it and make other arrangements for re-payment of account balances.

If, on the other hand, the cards were frozen pending an investigation for violation of AML (anti-money laundering) regulations or other violations then it could take months (if ever) to get the funds released to the cardholders.

Infosecurity magazine has an interesting article about the ePassporte issue that seems to indicate that this was a VISA action and not an ePassporte/Bank dispute or problem.
