Same as up in the farms in Canada. Cat has a litter of kittens, and you can't / don't want to take care of them, put them in a bucket and drown them.
I've noticed in Thailand though, you shouldn't mention that to people, as they tend to get quite offended.
Buddhists don't feel very strongly about drowning baby kittens.
