I can understand that some places in the world would do that, but I would think they would do it with new born puppies. Those puppies looked to be at least two weeks old.

My wife is a breeder...we currently have a litter of puppies that are almost two weeks old. They already show so much personality that I can't fathom how someone can just carelessly toss them into a river.
