The way I see it, VISA is not a bank indeed. And our money is actually in St. Kitts Nevis Anguilla National Bank. But the problem is that :

which means that it is possible that VISA has problem with the Bank not Epass. Epass just has some kind of agreement with this bank to issue the Visa cards since it cannot do this itself because it's not a bank. So out money are safe in the bank, it's just that we cannot take them out of the ATM because our VISA cards are not operational.
I think that if the St. Kitts Nevis Anguilla National Bank and VISA won't come to agreement soon, Epass can find another bank like that and wire all the funds there and that new bank will issue new VISA cards.
