Aren't Visa funds FDIC insured anyways? Because the money is frozen does not mean you will not see it. Visa has the money. It sounds to me like they(Visa) think there were some shady dealings or possibly even illegal dealings going on over at Epass.
I'm not saying that is the case, but I can not imagine Visa freezing cash unless something along those lines was occurring.
