That is a pretty messed up list, but one thing I don't see is why people are shocked by number 14. I now live in a small town where the police will respond to any and all calls, but when I lived in Portland I had my car broken into and the police just called me and took a report over the phone. I know a couple of Portland cops and they tell me they basically only respond to robberies if there is a chance the robber is still present or if a lot of valuables were taken and they only respond to car wrecks if there was an injury or someone reports a drunk driver involved. The rest of that stuff they just do it by phone.
A friend of mine that used to live in Portland had his car stolen 3 different times and never actually saw a cop. They would always find the car and he could go pick it up, but everything was done via the phone. The last time it was stolen he got it back and the entire back seat and trunk were full of mail. Clearly whoever took it was using it to steal mail and identities. He called the police to ask if they needed the mail and they told him to they didn't want it. He called the post office and they didn't want it either. nobody cared to get these people their mail so my buddy went through it and tried getting stuff that looked important to the owner of it.
