You must not know one business owner. I talk to them every day. Mutli million dollar business owners. And no companies do not need to expand if they do not want to.
If you do not know how much an employee is going to cost, or how much more in taxes you are going to have to pay it freezes your hiring. Perfect example of that is a hospital near where I live has put a 100% freeze on hiring. They are in bad need of hiring but can not because of many factors.
