Foodstamps you can only buy food with, cash you can buy anything. So the parent goes into the store buys mac and cheese for the kids dinner then uses "their cash side" of their food stamp card to buy cigs and booze.
We need to stop that.

Yeah, that drove me fucking nuts. Here I'll pay for all this food with stamps then this order is my cigs, beer, and of course - National Enquirer and Soap Opera Digest.
And of course a stop at the lotto machine on the way out.
