Honestly if the programs were Policed, the amount of Fraud that can be caught would prob pay for (people policing the programs) and LOTS of other things!
I think it is a bad move to JUST Cut a program like this, the scammers will always win.
Lets try to CUT some politicians, Ear Marks, BS Programs, Helping other countries, and the list goes on.
