Actually, you can:

Licenses can be transferred to new owners, but there is a $19.95 license transfer fee
($34.95 for TGPX Server Edition). This can be paid either by the the buyer or seller. To
get setup with an account, the buyer would need to provide contact information once the
license transfer fee had been paid.
